Schedule: Full-time (40 hrs) Monday-Friday. 
Compensation:  $53,000 to $75,000 exempt-salaried (DOE). 
Location: Bend, Oregon. 

The Human Resources Coordinator is an integral member of the Human Resources team, dedicated to fostering a supportive and engaging environment for Partners In Care team members. This role works collaboratively as part of the HR team and encompasses a broad range of professional human resources functions, including but not limited to employee relations, compensation, policy and procedure development, HRIS and technology applications, program administration, and other HR services. 

Scope of Role 
  • Role focuses on varied situations that require analysis or interpretation, application of technical skills and expertise and understanding interrelated processes. Can require evaluating multiple sources of information and using analytical and evaluative judgment to identify, select alternatives and solutions. 
  • Sets priorities and organizes work; existing practices are used as guidelines to determine work methods; works independently and resolves most problems. 
  • Develops objectives and general policies and procedures within general scope of established operational goals and plans for a specific project or functional area of responsibility. 
  • Day-to-day work and decisions do not require direction or review by supervisor. Significant and strategic decisions are referred to supervisor. 
  • Makes or recommends decisions that have a substantial impact on department operations to a significant degree. 
  • Formulates policies, practices, and workflows to support operational efficiencies and continuous improvement. 
Essential Functions: 
  • Responds to inquiries from applicants, managers, supervisors, and employees, providing guidance on HR policies, benefits, and organizational processes.
  • Assists in administering HR programs, developing recommendations for procedural improvements, and participating in workgroups.
  • Participates in strategic HR planning initiatives, programs, and workflow development.
  • Plans, prioritizes, and coordinates complex projects, ensuring completion within established timelines while evaluating effectiveness and recommending improvements.
  • Supports drafting and updating HR policies and procedures, conducting policy research, and gathering relevant information.
  • Provides complex employee relations support, including confidential investigations, and assisting with performance management.
  • Supports the benefits administrator in annual open enrollment process and in educating and assisting employees with benefits programs throughout the year.
  • Manages administration of state and federal leave programs, short-term and long-term disability, and workers' compensation. Serves as the central liaison for employees, management, departments, and external vendors, ensuring smooth administration of leave, workers' compensation, and disability programs, supporting PIC team members from initial leave request through return.
  • Monitors evolving leave laws and regulations, ensuring PIC policies remain aligned, updated, and compliant.
  • Facilitates timely and effective communication with the Oregon Employment Department regarding leave and unemployment claims. 
  • Conducts research and collaborates with the HR Director on special projects.
  • Ensures accurate data entry and report generation in the HRIS system.
  • Supports workforce planning and organizational development efforts through analytics and trend reporting.
  • Supports the compensation program through the survey process, market research, trend reporting, calibration, and compiles findings.
  • Manages confidential personnel, legal, medical, and HRIS records ensuring accuracy, compliance, and adherence to data retention standards.
  • Maintains employee professional licenses, background checks, certifications, and credentials; notifies employees of renewal timelines, acquires primary source documents in compliance with Partners In Care policies, and in adherence with state and federal regulations. Ensures accurate data and tracking for licensure database.
  • Maintains records of continuing education hours, ensuring accurate documentation in personnel files.
  • Ensures adherence to applicable laws, regulatory requirements, company policies, and best practices.
  • Promotes a culture of safety and ensures compliance with workplace safety requirements.
  • Performs other related duties as assigned.
  • Adheres to the PIC mission and values, supporting organizational objectives.
Required Skills & Qualifications: 
  • Two to five years of Human Resources experience; HR experience within healthcare preferred. 
  • Benefits and leave administration experience required; Oregon leave program experience preferred. 
  • Advanced computer skills, including data entry, data processing, communication tools, and payroll and human resources software. 
  • Possesses excellent interpersonal skills in a clinical setting and the ability to communicate and relate effectively with Partners In Care staff and agency partners via in-person, phone, and email communications. 
  • Must be detail-oriented with excellent organizational, communication, problem-solving, and time management skills. 
  • Ability to pass a background test and drug screen.  
  • Ability to work independently and collaboratively within an interdisciplinary team.

Compensation: $53,000.00 - $75,000.00 per year
